The incumbent cannot publish its methods, its evidence or its failures without destroying its own business model, so the judgment stays locked inside.

The judgment no longer needs them
The raw material already sits in public trials, filings and registries, and software can now do the assembling that used to take the institution's whole headcount. Anyone willing to work openly can produce a better judgment than the one being sold.
